The Federation of Small Businesses (FSB) has said that traffic policy in the UK needs to be revised as the London congestion charge zone extends westwards.The federation said that adding additional costs to small businesses would hit the national economy and that charging should be focussed on non-essential journeys. Further congestion charging zones around the UK would suck innovation and entrepreneurs out of the areas affected, it claimed. "Congestion charging is a misnomer," said Steve Collie of the FSB. "It is a road use tax. Congestion in London is no better now than it was before the charge was introduced. "Many people now shop outside the zone so that they can load their cars with shopping without paying an extra £8 - shops inside the zone are hit hard. "Other FSB members making deliveries and tradesmen going to people's homes in the congestion charge zone are finding it hard to cover their costs. With the westward expansion that is now getting worse."
